No. It is censorship, not a "cyber attack".

around it, but  
directly to it ...

Well, there are two issues here, which unfortunately "overlapped"
for a brief period yesterday due to misconfiguration and subsequent
route leakage -- one intentional and other unintentional.

They just happened to share the same space briefly. :-)
