if you look at the wireless signaling transport used for nuclear
weapons you see what is required for highly available wireless in a
combat environment.

minuscule bandwidth, excessive high power (tens of thousands of
watts), and antennas literally dropped from the bottom of a plane and
circled above the recipient.

availability for RF transmission is a game of brute force and
efficiency.  if you can brute it hard enough, and tolerate bandwidth
small enough, it will always be available...
