Concerns about DHS's testing of its ADVISE data analysis system have dogged the agency since March, when the congressional Government Accountability Office first identified possible privacy violations. "Like other data-mining applications, the ADVISE tool could misidentify or erroneously associate an individual with undesirable activity such as fraud, crime or terrorism," the GAO said in a report at the time.
