Why does this strike me as a incredibly bad idea? :-)

created in what the government says is a bid to improve public services.

The move would mean relaxing regulations that restrict different parts of
government from sharing information.

Tony Blair is expected to unveil plans for the database in Downing Street
on Monday, the BBC reports.
