Maine isn't a branch of the government.

It is not part of the federal government.  That is, it is neither the
executive, legislative, or judiciary.  It is a state govenment and as
such is on a different level (a higher one).  One that was intended to
keep the federal govenment in check and/or balance.

Which is why most day to day governance is granted to the states and not
the federal government by the Constitution and Bill of Rights.  The
federal govenment has been encroaching on state rights (and lately
pre-empting) from nearly the very beginning of the founding of the
United States of America.  This creeping jurisdiction of the fed is a
root cause of much of what has gone wrong with our country over the last
100 plus years.  The major turning of the tide was the Civil War.  Which
was not about slavery but about state rights.

Yes, a lot of good things have resulted from a stronger federal
government.  However, it is my opinion that these things are out
weighed by the corruption that has resulted from this centralization of
our government.
