They simply don't want anyone to actually *know* just how hopelessly inept the entire scheme is and how much it's going to end up costing taxpayers in the UK. Given the technology it's supposed to rely on is far al very long way from being ready for mass deployment and uk.gov's past track record on IT projects it'd be a miracle if the report isn't highly critical and since several very senior politicians have hung their jackets on the ID card scheme as a cure for everything from illegal immigration to terrorism they'll do just about anything to stop criticism of it. 'Transparent government' - who are they kidding. Police state is a damn sight closer.
