In the news, the tepco people said "the risk of losing a line is 1 in 10 years." So losing 2 is 1 in 100 years. They played the odds and doubtless there will be some scapegoats etc. ^^; P Note, Tokyo power is a) bloody expensive, b) extremely reliable.
