A phish I don't understand.

What arrived, was an email with no text, and the enclosed png

Assuming that www.53.com really is the bank's URL (is that the case?), how
is this phish supposed to work? Is there something about PNGs that I
didn't know?

Or is this a monumentally incompetent phisher?
