Actually, if the law if going to be "not enforced" (because, say, the
enforcement effort is not funded), then it should be repealed.

Selective enforcement can lead to much greater abuses than simply
enforcing the law fairly.  If the JBTs want to 'harass' someone, then
they can just selectively enforce a seldom enforced law...
