For what values of "we"?  Certainly not any including me.  If you mean

For all values of we that the US Gov could decide include terrorists, 
which includes (of course) US citizens (e.g., Oklahoma bombing).

"Europeans", well, do you really expect all, or even approximately all,
Europeans to buy into this silly closed-for-pay paradigm?  I don't.
