While technically true, in the political realm, not so. In order to
get buy-in from the anti-federalists there was little doubt that these
amendments (while opposed by the federalists) would be passed. Because
the Constitution did have requirements for how it may be amended, this
took time. But then again, the Constitution wasn't ratified over night
- I think it took over a year, if memory serves (and it might well
have been much longer).
