What I think:

1) you can get the population to respond any way you want, and often
contradict itself, in the same poll.   Polls have proven to have little
correlation to reality when all polling seems to be politically slanted
one way or the other.

2) literally, it "could" be a conspiracy.  But there are also literally
hundreds of details left unexamined that I'd file under "incompetence"
rather than "conspiracy"

3) there's a rule of life that says until incompetence can be cleared,
conspiracy is not on the watch list.

4) Proving it one way or the other will take about 30 years, and maybe
never.
