Haven't you heard?  Environmental terrorists (cough... liberals...
cough) are the USA's #1 domestic threat!

Besides, if the borders are so porous, why jeopardize a successful
bulk drug smuggling operation?  The economics aren't there, unless
perhaps you repurpose the tunnel during the growing season.  Still,
you risk blowing your cover for a far less profitable enterprise.
