While clear and concise.. I am sure that the following will become the standard policy. Print original document. Color over text with Sharpie. Cut out blacked out text. Glue cut paper onto clean sheet. Run through scanner. Run OCR on scanned document. Export OCR data to text. Send text through clearance channels. Repeat steps until document is cleared to CYA level appropriate. This is a much more standard government way to do data cleanup though I have left out the various triplicate forms that need to be filled out at each step and any additional stuff required. I have also left out that this should be done by 3 different teams so that the last steps can have an ok to make sure that each came up with the same outputted data.
