Individual draft for transport:
http://www.ietf.org/internet-drafts/draft-moriarty-rid-soap-00.txt
The -01 document will be posted after the meeting in November since
there is a hold on new updates right now at the IETF.

Admittedly, it's been a while since I've seen how such things are
handled in practice, but do such format standards make any sense when
you end up doing point-to-point communication only?

When I was asked to provide incident data in a machine-paresable
format, it was CSV (typically called "Excel spreadsheet"), and not
IODEF. I can see that IODEF makes sense (ahem, a suitable subset, of
course), but only if you inject it into some broadcast medium.
