Admittedly, it's been a while since I've seen how such things are handled in practice, but do such format standards make any sense when you end up doing point-to-point communication only? When I was asked to provide incident data in a machine-paresable format, it was CSV (typically called "Excel spreadsheet"), and not IODEF.
