It doesn't matter what the banks do, it matters what the phishers do. Even
if the bank only sends faxes to their customers, some customers are going to
fall for a professional-looking e-mail. 

I do think that IE7 will have a big impact on the problem because it should
vastly decrease the amount of time it takes before a phishing site is
identified as such. In the large majority of cases "phishy" behavior can be
identified at the client by the browser or e-mail client.
