For the stable distribution (squeeze), this problem has been fixed in version 2.4.2-4+squeeze1. For the testing distribution (wheezy) and the unstable distribution (sid), this problem has been fixed in version 4.0.6-4 of the request-tracker4 package. We recommend that you upgrade your rtfm packages.
