That's the root of the problem, they don't know how to quake (i.e. move fast). The US (I can't speak for UK systems) does little and leaves their systems nearly wide open, then they spend lots of time and money trying to prosecute simpletons *after the fact*. Meanwhile, instead of spending the same time and money on securing US systems, some events will surely go by undetected.
