That is an interesting question, one that I am going to follow up on to
further allow this topic to be drawn off topic.

The term "ass-clown" can probably be referred to as Kennings, a literary
device where one conjures a metaphor from compound words. 

clown    ( P )  Pronunciation Key  (kloun)
n. 
1. A buffoon or jester who entertains by jokes, antics, and tricks in a
circus, play, or other presentation. 
2. One who jokes and plays tricks.

Perhaps the term "ass-clown" can be used to label someone as a buffoon or
jester who entertains by playing tricks on others' asses. This could be
interpreted as calling someone homosexual, which in this particular context
can be understood to have derogative meaning. 

This could infer that the insulter, the sayer of the term in question, is
homophobic, most likely clueing into the notion that he, himself, is a
little light in the loafers.

This is my own analysis of the term "ass-clown". If you want to cite all or
part of it, please include a copy of the GNU Public License so that your
entire website can be infected with the GPL virus (gotta love that Richard
Stallman and his crazy antics).

So what exactly is an Ass-Clown?

It probably doesn't refer to an admin-type role or a research type role,
so I would be thinking it was more a management job description.

Or is it referring to someone that is a "brown nose", but isn't very
good at it?

Actually, all evidence points to that being the standard greeting in
their
organization.  Their organization is currently investigating why they
don't
get taken seriously by other organizations whose corporate cultures call
for
finding more socially acceptable ways of making disparaging comments
about
other idiots.....
