No -- it's (probably) an attempt to exploit the IIS WebDAV vuln.

_That_ is CodeRed and specifically one of CodeRed.C, .D or .F -- most 
likely CodeRed.F as that variant has the drop-dead date "fixed" such 
that it will still run on machines with correctly set dates and we do 
still see a few machines infected with it.
