Yes, it would make it only marginally more difficult, but instead of
getting 50 emails calling a troll immature (the actual feedback they are
looking to get) They get no feedback, just "Vote to remove netdev or
what ever"  based on a certain number, if it is reached, then the person
has to go create an account.  Eventually, without the flames to the
original troll,

  Except, of course, that that isn't remotely how it would work.  As you
have seen, people can't resist replying with a flame to a troll.  Yes,
people would go off and vote, but then they'd come back, and post flames to
the troll about how they'd just been voting and he was gonna get his ass
kicked off the list.  We'd still have just the same amount of noise as ever.

  Personally I love it, reminds me of usenet on a good day.
