These people would be fully supported by Microsoft (including full access to
all technical documentation, Microsoft technical advisors, etc), and backed
by the NSA or other Government agency.

If this were to be undertaken (and personally I don't believe Microsoft would EVER allow it), would it not be better to have it backed my some worldwide agency. If it's a threat to national security, surely it's a threat to the national security of every country, and therefore a worldwide threat - surely better to have some agency spanning numerous countries, or at least consisting of representatives from numerous counties, rather than an american-backed project?
