If this were to be undertaken (and personally I don't believe Microsoft 
would EVER allow it), would it not be better to have it backed my some 
worldwide agency. If it's a threat to national security, surely it's a 
threat to the national security of every country, and therefore a 
worldwide threat - surely better to have some agency spanning numerous 
countries, or at least consisting of representatives from numerous 
counties, rather than an american-backed project?
