It also works from "Start -> Run" and from a command prompt.

I get Access is denied on your suggested technique.
However when I enter:
javascript:open(location)
in the IE Address bar it opens IE windows till the Physical Memory can no
longer hold any more instances of IE.

I then tried it from the Explorer address bar and it Continuously opens IE
windows.

Copy and paste the next in IE addres bar, then hit
Enter:

javascript:open('javascript:open(location)')
