The PDF you found, was also mentioned in this article "Intrusion Detection: A Brief History and Overview" by Kemmerer and Vigna: http://www.cs.ucsb.edu/~vigna/pub/2002_kemmerer_vigna_IntrusionDetection.pdf Another whitepaper about "The History and Evolution of Intrusion Detection" was written by Bruneau.
