I suspect part of the problems is the confusion of terms that firewall vendors brought about by starting to call their firewall rule sets "policies" all those years ago. If you are looking for an implementation-neutral representation of firewall rule sets, then I guess quite some work has already been done in that field. One example that comes to mind is the fwbuilder project that manages rule sets for various different firewalls (iptables, PIX, Check Point IIRC) under a single GUI and back-end store.
