In the collection of intel, if one of the parties in a communication
are a U.S. person (includes corporation chartered in the U.S.), barring
special legal allowance, the information cannot be stored, incorporated
into product, followed up on. 

Don't know what the 'Patriot Act' has done to this, but the bottom line
is that it has long been something that can get an analyst in trouble
if they ignore.
