You can do 20Mb/sec on a Pentium class PC with most fast ethernet cards
Packets per second is a different story, and increases with better cards
(esp Intel EtherExpress PRO), better chipsets, and better CPUs

go up to Athlon/Duron systems, or Pentium 3, and the performance goes up
much
more.... The OS you choose makes a big difference, OpenBSD, NetBSD, and
FreeBSD all are good contenders on this sort of hardware...
