Does it also block web-based napster?
An example of this being ? There is a program called "napigator" which is not a problem - it's just for listing which servers are registered. If you mean web-based napster where download of MP3's is down to web servers and likewise the napster server is a web server, then no, but you should be able to deal with that anyway. Start by forcing all web traffic through a proxy and then block "*.mp3" or similar.
Moreover, do I get it right that it could be quite resource consuming?
Depends on what you deem to be "quite resource consuming". If you mean that you will have trouble using it on a PC with 640k of memory, then yes. Likewise you would more than likely have trouble getting a PC with a 386SX-25 to deal with a full duplex 100BaseT pipe. If you're asking does it gobble up RAM as fast as Microsoft applications do just to load, then no, it's not very resource consuming at all but every added "feature" has a cost so running without it will have some impact, but whether that is measurable or not is another thing.
