They generate a randomly eight sets of three digit codes (that can be
from 0-77, 100-177, 200-277,300-377 I think).

I am looking for a free program that can generate numbers to program
these SNK keypads.

There is a program included with v2.1 of the TIS fwtk, called snkkey
(built from ./fwtk/auth/snkkey.c).  It generates the Snk key off of a line
of text as a seed that you pass into it; I cannot speak as to the truly
randomness of the output, but it's better than nothing.  It'll also
generate a checksum for you for later verification when programming
tokens.
