This is apparently an artifact of Solaris My experience has been if /dev/tcp (or /devices/pseudo/clone@0:tcp) is not mode 666, as well as other pseudo devices, daemons run as non-root will fail or exhibit strange errors (for example accept() returning EACCES at certain times). Look at exceptions.h in Casper Dik's fix-modes.
