FW1 Rule 0 assistance

I am running FW1 on an Ultra-2 Solaris v2.5.1 server, and am receiving
access denied logs referencing Rule 0 for this one host that should be
reachable.  I am fairly new to FW admin, and my mentor currently
unavailable.  

Could you provide me with any information regarding what Rule 0 is, and
possible areas to check?
