Before choosing an email service provider, I would strongly suggest reading the provider's Term of Service and Privacy 
Policy in detail. That can take the form of multiple ToS documents, in the case of some providers. You should also 
consult with your institution's legal staff to ensure those Terms don't conflict with any of your privacy policies.  

In some cases, the policies some of the email service providers publish run to over a hundred pages.  It's enlightening 
reading.
