PeopleSoft Application and Database Logging and Meeting Compliance

I want to learn how you have collected PeopleSoft application and database logging and met compliance such as GLBA. 
Would you please share what kind of information you collect and how you collect ? Our SIEM solution is Splunk.

When we talked with PeopleSoft managers/administrators, they told us that they do not want to turn on the logging 
feature and provide the logging information to us because it will have a big performance impact and their first 
priority is to provide service availability. What is your experience? Have your team experienced performance issue with 
turning on the logging features? If you do, do you have a solution to provide better performance and logging data?
