Some folks above me believe that you need to "give" in order to 
"receive". Other than more sensitive data being restricted to trusted 
members, can anyone tell me what obligations are required, or how open 
the data is to members?

There are different sharing levels with different sharing restrictions.

Share at your leisure but feel free to drink from the fire hose. It is a prime example of the smaller schools 
benefiting from the experiences of the larger schools.

security@ is sort of the "community watch" version...it's good for putting your question on a billboard but not 
generally useful for operational teams - it has a heavy bias towards the policy side (note the number of armchair 
lawyers when things like CALEA, HEOA and DMCA come up).
