Yes, well at least at one time.  A certificate rule used to work quite nicely for GoTo Meeting back with Windows XP.  
However, the current policies with Windows 7 show the certificate rules enablement option as greyed-out (under the 
Enforcement option, the three sets of radio button selections).

Now that we're primarily Windows 7, we will be moving into AppLocker which has a lot more flexibility and far better 
logging.  You can find it under "Application Control Policies" under the GPO Computer section under the Security 
Settings.  Here's a link with more information about AppLocker:
