Student IDs for *Online* Students

Please forgive the cross posting on this question....

I'm looking for help with a couple of related questions:

What are your best practices / opinions / compliance imperatives around the practice(or necessity) of providing Student 
IDs for Online Students.

If you provide IDs, how does your institution verify the photo being used is the correct one?
