Here's a generified version of our /etc/issue (and issue.net) file; this
gets printed *before* the actual username/password are entered.

     terms of the XXXX Computing Security and Computing Use Policies.
***************************************************************************

(replace XXXX with your institution's acronym if relevant, and alter the
policy names accordingly).

The motd usually has "Authorized use only" as well as other pertinent
information.
