Questions concerning PeopleSoft Applications Security Administrator Position

The University of Connecticut is looking to define a PS Applications
Security Administrator position. This person would be responsible for
both our PS Student and Human Resources applications. We would like to
ensure proper 'separation of duties' with respect to supporting the
applications and would like some input from others as to best to achieve
this. For those of you who have a similar position(s):

(1) What specific responsibilities are assigned to this individual?
(2) Would the application security administration support be a full-time
responsibility or does this individual have other responsibilities as
well? If other responsibilities, what are they?
(3) Who backs up this individual? Do you have 2 such individuals who
back each other up? Is there someone else in the organization who
supports this individual and if so, what are the primary
responsibilities of that backup person?
(4) What were the minimum qualifications required for the position? How
much PS expertise does this individual need to have and what type of
expertise? For example, could one take an individual trained in security
and have him/her take on this position?
(5) Where in the organization does this individual report (Functional
area(s); PS Applications area; DBA area; Security area; other)?

Any advice/experiences that others can provide would be appreciated.
Also, I would appreciate seeing any job descriptions that you might have
created for such a position.
