Audible Magic does fingerprinting of copyrighted material and uses RST packets as part of their solution.  This could be the 
solution you're thinking of.

The Common Solutions Group had a workshop where Audible Magic, Red Lambda and SafeMedia were invited to discuss their 
technologies.  Observations are posted on their website (link below).
