I don't think it's been much of an issue for our network per se but for an exchange we operate we calculate 

availability = 1- (unscheduled downtime/scheduled uptime)

This is for the core function of the exchange. The same approach could apply to individual links or segments.

Anyway, are you calculating network uptime at your institutions?  How
are you doing it?  What are you measuring? Are maintenance periods
counted?  I'm sure I have other questions, but if I'm in the wrong place,
don't want to overstay my welcome.
