Banner 7 Fine Grain Access Control

Has anyone installed Banner 7 and had experiences with Fine Grain
Access Control for Value Based Security?
The only VBS we use under release 6 is in Finance and from what SCT
documentation implies, this new VBS applies to everything BUT
Finance?
Any help or direction will be appreciated.
