Is it time to introduce a constitutional amendment or law protecting US residents from this collection of data? Would it be possible to introduce such a legal protection while huge corporate and governmental interests are enjoying the freedoms allowed without this protection? Is there enough significant interest in privacy by influential people to make a stand?
You'll need to deal with the post-9/11 mindset that's feeding the issue that you're trying to legislate against. Look at the recent Patriot Act renewal for an example of your chances.
