Ohio HB 104 Data Exposure Notification

I have learned that Ohio has passed a data exposure notification bill HB
104 that goes into effect on Feburary 17.  Has anyone in Ohio done an
evaluation of this bill for implications and relationships to other bills
like the Calilfornia bill?

 Here are the links to Ohio HB 104  requiring notification of data
exposures involving private or personal information.  House Bill 104 was
signed by the Governor November 17 and goes into effect February 17.
