1) At OSU, we issue the student's electronic identity (the basis of their e-mail address, course management system 
access, etc.) well before they arrive - in many cases several quarters before they arrive.  The event that triggers 
this is their acceptance of admission and payment of the acceptance fee.  Once the credentials are issued and 
activated, they can be used for placement testing and other activities during orientation.
2) Credentials must be activated before being used. Credentials for those who decide not to attend are not activated, 
and eventually get removed.
3) We discovered the hard way that eliminating "unused" credentials at the end of each year was too simplistic -- too 
many students stop out for a year, then return.  This requires considerable rework to re-issue their credentials.  Now, 
We eliminate credentials when we determine that an individual is no longer affiliated with OSU.  The end of the 
affiliation is defined as a certain number of consecutive quarters of non-enrollment - the actual number is at least 
four, but changes from quarter to quarter.

I'm looking at improving the efficiency of student email and
Blackboard account setup during our registration process. At the
account setup is the final step in the Registration process. Is
anyone setting up accounts prior to the Registration process? If
so, how are you managing the accounts who, for example, don't
complete the registration?
Are you purging your email accounts at the end of the academic
year? If so, what issues have you encountered?
