Off-Topic: List Etiquette & Rules

I appreciate Joan's reply to the concerns recently expressed.

I participate in several lists where attachments, and mime encoded
portions of messages, are stripped. Many of the messages on this list
come with a base64 encoded block that is 10x the size of the text, or
with several hundred lines of CSS/HTML that is unreadable. I wonder if
there is some sentiment on the list for having these message parts
stripped (or, for having messages containing them rejected, as on some
lists).

Further, I wonder if the membership might consider, when replying,
editing the 'quoted' portion of the message down to the relevant
reference. It is not unusual to have a brief response tailed by the
entire thread. As I read this list in digest format, in part so that I
get an address that distinguishes this list from the rest of my mail, it
means 'scrolling a mile' to get to the next message. There are
technological solutions available server-side here, too, such as
rejecting messages with more 'quote' than original material.

I find this list valuable and it is one of my important tools in
benchmarking our efforts and especially policies. I appreciate
everyone's contributions, no matter how they are formatted.

Sincere Regards,
