I was a little flip in my earlier reply.  The AICPA
(http://www.aicpa.org/assurance/webtrust/princip.htm) provides
guidelines that vendors may require CA's adhere to before putting them
in their applications trust store.  Oh, and they probably still have to
pay lots of money :)
