If I understand your question, I think setting the margins is the fix
Change the distance between the document text and a header or footer
On the View menu, click Header and Footer.
If necessary, move to the header or footer you want to adjust. 
How? 
To view a header or footer, switch to print layout view. To edit or format a
header or footer, you need to display the header or footer you want. 
On the View menu, click Header and Footer. 
To move to the header or footer you want, click a button on the Header and
Footer toolbar. To moveClick
Between the header and footerSwitch Between Header and Footer 
To the previous header or footerShow Previous 
To the next header or footerShow Next 


Make your changes to the header or footer. 
Note   When you change a header or footer, Word automatically changes the
same header or footer throughout the entire document. To change a header or
footer for part of a document, divide the document into sections and break
the connection between them. For more information, click .
Tip   In print layout view, you can quickly switch between the header or
footer and the document text. Just double-click the dimmed header or footer
or the dimmed document text.
On the vertical ruler, point to either the top or bottom margin boundary.
When the pointer becomes a double-headed arrow, drag the top or bottom
margin up or down. 
 if you determine how to address the B, you'll be famous!

We are in the midst of the mix perceived and real pain of implementing
an information classification system (RIT - Confidential, Third Party
Confidential, RIT - Internal Use Only, Public).  And did some creative
things with header and footer standardization, to concisely and
accurately communicate sensitivity, distribution, revision, etc).
 
And then came Office 2003, with its "Reading layout" in Word, which
strips all header and footer information in its display.
 
Does anyone know a way of
   a - Turning on the display of headers and footers in "Reading layout"
   b - Getting Microsoft's attention to tell them to hire some security
people for their human-computer interface group?
