Maryland's prepaid college tuition plan, hobbled by skyrocketing college
costs and weak investment returns, faces a $70 million deficit and
legislators angry that the plan is becoming too expensive for many families.
The price tags for Maryland's prepaid tuition plans have jumped as much as
27 percent during the last enrollment period. It was the second year in a
row of such steep increases. Such plans, introduced with fanfare in the
1990s in Maryland and many other states, offer parents a way to lock in the
promise of a college education for their children with a lump sum or
installment payments. The programs promise to cover the rising costs of
college tuition at a reasonable price. But those promises appear vulnerable.

The EDUCAUSE/Internet2 Computer and Network Security Task Force has released
the Effective Security Practices Guide for the higher education community,

IT security problems in a wide range of higher education environments. The
guide is the result of a collaborative effort involving college and
university information security professionals.

Petersburg Times
Nearly a year after claiming she was discriminated against and dismissed
from the Florida softball team because of her sexual orientation, former
catcher Andrea Zimbardi has reached an agreement that ends her lawsuit
against the school. Though there was no monetary settlement, Florida agreed
to several changes in its antidiscrimination policies and extensive training
for staff and athletes--a process that began with a two-hour session on
Monday with the school's top athletic administrators.

For the first time in more than a decade, the number of high school seniors
applying to the University of California declined this year, a drop
university officials attributed in part to increased student fees and
toughened immigration policies for foreign students. Overall, the number of
freshman applicants for the fall of 2004 fell 4.1 percent from last year, a
trend fueled by an 18.2percent decrease among international students,
according to statistics released Tuesday. A total of 73,794 applied.

Francisco Chronicle
California State University trustees on Tuesday reviewed painful potential
budget cuts that could force the 23-campus system to raise fees as much as
40 percent and turn away tens of thousands of students. The budget proposed
by Gov. Arnold Schwarzenegger would slash $240 million, or 9 percent, from
CSU's funding.

The University of Connecticut plans to dissolve its geology and geophysics
