unfortunately, I haven't seen this news article in english yet:

The article essentially says that the decision has been made that
"offensive" capabilities developed by US government institutions should
be examined to determine potential "defensive" capabilities that arise
from them.

Does anyone on this list feel like speculating what this might imply ?
