I would check with Werner Koch about that. The smartcard howto at gnupg.org says: "2048 bit RSA is possible but at the moment far too expensive. The specification allows for 2048 Bit RSA cards. Feel free to build one."[1] It was last update in June 2006 so things might have changed but I doubt it...
